October 10, 2018

1. FZC-18-15        A zone change request from Sands Surveying on behalf of Thomas J. Boydston for property located at 454 Addison Square near Kalispell, MT in the Evergreen Zoning District. The proposal would change the zoning on a parcel containing approximately 10 acres from SAG-10 (Suburban Agricultural to R-1 (Suburban Residential).  The property can legally be described as Tract 1 of Certificate of Survey No. 10516, a tract of land in the Northwest Quarter of the Northwest Quarter of Section 26, Township 29 North, Range 21 West, P.M.M., Flathead County, Montana.

2.  FPP-18-18         A request from Terry and Mark Leighty for preliminary plat approval of Fox Hills Estates Phase 3 Subdivision, a proposal to create 8 residential lots on 12.57 acres.  Each lot would be served by community water and sewer systems.  The property is located off Mennonite Church Road, in an unzoned area and can legally be described as Tract 4 in Section 10, Township 28 North, Range 20 West, P.M.M., Flathead County, Montana.

3.  FPMA-18-01     The Flathead County Trails Plan has been updated by the PATHS Committee, a subcommittee established by the Flathead County Parks Board.  The Flathead County Trails Plan, which is an element of the Flathead County Growth Policy, requires a public hearing to process the Trails Plan as an element of the growth policy.

4.  FZTA-18-02      A request by the Flathead County Planning Board for multiple amendments to the Flathead County Zoning Regulations.  The character of many of the purposed amendments can generally be described as ensuing consistency in language throughout the regulations and to rearrange the placement of use districts in a more logical order.  More significant amendments include, but are not necessarily limited to:  eliminating zoning use districts from the regulations, renaming other zoning use districts, complete revision of the sign regulations, and adding and deleting definitions.  This agenda item is a continuation of the August 8, 2018 and September 12, 2018 planning board meetings.

FZTA-18-02 Various Sections    A request by the Flathead County Planning Board for multiple amendments to the Flathead County Zoning Regulations.  The character of many of the purposed amendments can generally be described as ensuing consistency in language throughout the regulations and to rearrange the placement of use districts in a more logical order.  More significant amendments include, but are not necessarily limited to:  eliminating zoning use districts from the regulations, renaming other zoning use districts, complete revision of the sign regulations, and adding and deleting definitions.

1. FZC-18-14    A zone change request by Glacier Surveying, on behalf of Linda E. Brevik for property located on Hogue Drive in Bigfork, Montana, within the Holt Zoning District. The proposal would change the zoning on a parcel containing approximately 5.88 acres from SAG-10 (Suburban Agricultural) to R-1 (Suburban Residential). 

  • The property can legally be described as Parcel B of Certificate of Survey No. 18515, that portion of the Northwest Quarter of the Southwest Quarter of Section 25, Township 27 North, Range 20 West, P.M.M., Flathead County, Montana.

4. FSTA-18-01 Various Sections    A request by the Flathead County Planning Board for amendments to the Flathead County Subdivision Regulations in order to comply with recent changes to the Montana Subdivision and Platting Act.  The amendments include changes to the following sections of the regulations:  4.1.8 regarding findings of fact, 4.1.11 regarding extensions for preliminary plats, 4.1.14 and 4.1.15 regarding time limits for application review, 4.4.2 regarding phased subdivision, 4.5 regarding subdivisions which create multiple lots for recreational vehicle camping and manufactured homes, 4.8.3 regarding land exempt from subdivision review, revised definition of “phased subdivision,” andamendments to Appendix F.

FPPUD-16-01 Thornton Motorsports LLC/FPP-16-07 Montana Raceway Subdivision: A request from APEC Engineering, Inc., on behalf of Thornton Motorsports, LLC for Preliminary Planned Unit Development (PUD) and Preliminary Plat approval of Montana Raceway Subdivision, a 57-lot residential subdivision located at 3790 Highway 93 North near Kalispell. Containing approximately 40.6 acres, the subject property is located within the Highway 93 North zoning district and is currently zoned AG-40 Agricultural.  The applicant has also requested a zone change from AG-40 to R-1 with an overlay PUD to increase density.  The lots would be served by a public water supply and individual wastewater treatment systems with common drain fields.
