Popular Annual Financial Report

The Popular Annual Financial Report (PAFR) is intended to increase awareness throughout the community of the financial operation of the County. As such, this report is written in a user-friendly manner that will summarize and communicate the County’s financial condition.

Budget

The FY 2023 budget is projecting $118.5 million in revenue and a total of $115.6 million in expenditures, including a 2.5% cost of living adjustment for 551.74 full-time employees.  The county continues to strive to plan for future capital needs by saving within our capital funds, budgeting $13.4 million in capital expenditures and $7.6 million in transfers to fund future capital needs.

Land Value Property Tax Assistance

Residential property owners whose land value is disproportionately higher than the value of their home and other improvements (outbuildings) location on their land may apply for tax assistance. The assistance benefit applies to the portion of the property owner's land value that is in excess of 150 percent of the department's appraised market value of the home and other improvements located on the land.

Submit this form, including all supporting documentation to your local Department of Revenue field office by March 1st.

Montana Disabled Veteran Assistance Program

The Montana Disabled Veterans (MDV) Assistance Program helps disabled veterans or their unmarried surviving spouse by reducing the property tax rate on their home. The veteran must have 100% disability from an injury related to service.

Microchip Identification

FCAS offers microchip identification for all dogs and cats of Flathead County at a low cost of $25.00. Microchipping is a safe and secure way to identify ownership and help get lost pets home.

Animal Shelter
Working Cat Program

To help curb the number of feral cats and kittens in the county, FCAS will examine and sterilize outdoor, feral cats caught by the Flathead Valley community. There is no charge for this service, and every cat will receive the following:

  • Spay/Neuter Surgery
  • Rabies & FRCP Vaccination
  • Parasite Prevention
  • Microchip Identification 
  • Ear Tipping

Unwanted feral cats can also be rehomed to welcoming barns or shops, as long as there is an available working home.

Volunteers are a vital part of FCAS. From socializing animals, encouraging positive training methods, grooming, or becoming a foster home and providing a safe haven to emotionally or medically compromised pets. Each of our volunteers becomes a member of our team on our mission to save the lives of homeless pets.

  • Scheduled Appointment
  • The test is confidential.
  • A simple finger-stick to collect a sample of blood is required for the test

The rapid test takes one minute to process. If the test reacts with HIV antibodies we will assist you in obtaining a confirmation test. A confirmation test involves a blood draw that will look specifically for the virus.
